in U.S. Representative

In a super secret memo obtained by Plumline released by the DCCC to members of Congress by chair Chris van Hollen State Senator Laura Kelly and Rep. Raj Goyle get a nice mention in a section titled “2009 Recruiting”

Laura Kelly (KS-02: Jenkins): State Senator Laura Kelly, who recently decided to enter the race because of Representative Lynn Jenkins’ repeated mistakes, is serving in her second term in the Kansas Senate. She is running on a strong message of job creation and health care reform.

Raj Goyle (KS-04; Tiahrt – open) – State Representative Raj Goyle has been a leader in Kansas for saving jobs and providing assistance to laid-off workers. Representative Goyle raised $400,000 in his first quarter and will be running for the seat that Congressman Todd Tiahrt is vacating.”

Plumline reports the memo’s clearification that Van Hollen believes there is a headwind but it won’t be like 1994.

  • The Republican landslide in 1994 was in part the result of large numbers of Democratic congressional retirements;
  • During the 1994 cycle, Democrats had not been aggressively recruited to run in Republican seats. This cycle, we have put 20 Republican seats into play;
  • The Republican brand in 1994 was becoming stronger, not weaker like it is today;
  • Congressional Democrats now represent every part of the country; unlike 1994 our majority doesn’t depend on a single region;
  • Unlike 1994, voters still remember the disastrous consequences of the George W. Bush and the Republican Congress’ policies; and,
  • Democrats were taken by surprise in the closing months of the 1993-1994 election. This cycle we have been planning for tough races since January and no incumbent should be caught off guard.
